Critical Invariant Polygons and the Farey--Ito Boundary of Stochastic Spectra: Contact Return Normal Forms, Projective Holonomy, and the Karpelevi\v{c}--Ito Theorem

Let $T$ be an orientation-preserving real-linear contraction of an oriented plane with nonreal eigenvalues, and let its polygonal complexity be the least number of vertices of a nondegenerate convex polygon $P$ satisfying $TP\subseteq P$. We first develop an intrinsic contact theory for radially critical maps. Hereditary saturation, one-sided contact selection, exact contact mutations, a finite cyclic reduction, and the unimodular lattice sail lead to a contact-return normal form and a projective no-skipping principle. In an adapted complex coordinate, the resulting monodromy yields a heterogeneous Ito product and an exact lifted phase identity carried by Farey neighbors. We then apply this structure to determine, for every $n$, the union $\Theta_n$ of the spectra of all real row-stochastic $n\times n$ matrices. A strictly convex log-sine potential equalizes the monodromy factors and gives the sharp radial equation. Sparse stochastic matrices attain every equality point, while scalar Farey refinement proves nesting from order $n-1$ to order $n$. Together with radial filling and the unit-circle analysis, this establishes the full Farey--Ito description of the Karpelevi\v{c} region from critical invariant polygons.

This field guide presents The Geneva Learning Foundation's Local Leadership Competency Framework: nine domains of adaptive, cognitive, and social capability that frontline health and humanitarian workers draw on to solve complex problems, mobilize scarce resources, and build community trust.Grounded in ten years of listening to more than 80,000 frontline staff, and derived from the testimony of over 1,300 practitioners, the framework names a "missing curriculum" that standard clinical and compliance-focused competency models leave out. It defines local leadership not as a job title, but as a practice — one that nurses, community health workers, and district managers already carry out, often invisibly, as they navigate polycrises of climate, conflict, disease, and digital disruption.The framework sets out three proficiency levels — Operational Awareness, Contextual Adaptation, and Systemic Leadership — across nine domains, from adaptive leadership and critical reasoning to digital intelligence, climate health resilience, and networked learning. It is intended for three audiences: health and humanitarian workers, for self-assessment and mapping professional growth; policy makers and national planners, for updating workforce development systems; and organizations, for recruitment and support.The framework is offered as a structured synthesis of frontline practice, to be adapted to specific roles and contexts rather than applied as a fixed checklist — consistent with WHO guidance that competency frameworks are international reference sets for local tailoring. Limitations, including the self-selected nature of contributors and the need for future field validation, are stated explicitly.Version 1.0, 4 February 2026.

This comparative study investigates the structural, thematic, and linguistic organization of narrative motifs within Uzbek and English folktale traditions. Utilizing Vladimir Propp’s structural methodology outlined in Morphology of the Folktale, this research analyzes fifty traditional tales (twenty-five Uzbek pari/pahlavon narratives and twenty-five English fairy tales) to identify common plot archetypes, functional sequences, and language-specific mechanisms of expression. The findings demonstrate that while both traditions exhibit strong alignment with Propp’s thirty-one narrative functions—particularly initial lack, interdiction, departure, donor testing, and resolution—their linguistic realization reflects fundamental cultural and grammatical differences. Uzbek folktales rely heavily on agglutinative morphology, evidential verbs (-gan ekan), fixed formulaic opening/closing couplets, and Turkic epic motifs. Conversely, English folktales favor hypotactic sentence structures, temporal adverbial framing, and localized moralizing motifs. The study provides quantitative and qualitative evidence that narrative functions transcend linguistic boundaries, while morphosyntactic structures dictate the cognitive pace and stylistic delivery of folktale motifs.
