A Administração Pública é responsável por atender aos anseios da sociedade, e para tal, desempenha inúmeras atividades, dentre as quais estão presentes as compras públicas. Conforme previsto na Constituição Federal de 1988, os órgãos que compõem o sistema federativo farão uso da licitação para a aquisição de bens e contratação de serviços nas melhorescondições para o Estado. O pregão eletrônico é uma modalidade licitatória concebida para mitigar a morosidade e a ineficiência, entretanto, assim como outras modalidades licitatórias, está sujeito a insucessos. O presente trabalho classifica-se como descritivo, com abordagem mista, tendo em vista que adota os enfoques qualitativo e quantitativo. Na primeira etapa foram caracterizados e descritos os motivos de cancelamentos de itens relativos às naturezas consumo e permanente colocados em licitação via pregões eletrônicos realizados pela Universidade Federal de Viçosa, em seus três campi, entre os anos de 2019 a 2021, a partir de pesquisa documental, análises de conteúdo e exploratória de dados. Nesta última aplicou-se ostestes qui-quadrado, Kruskal-Wallis e de comparações múltiplas. No período indicado foram analisados 333 certames e como resultados constatou-se que o percentual de itens cancelados por pregão eletrônico tem relação com critérios de seleção associados às políticas de sustentabilidade e inovação, à utilização do Sistema de Registro de Preços, ao valor total estimado da aquisição eao número de itens licitados. Os motivos de cancelamentos estão concentrados nas categorias ‘inexistência de proposta’ e ‘valor da proposta ou lance acima do valor máximo aceitável, sem sucesso na negociação', atingindo 89,50% dos motivos de cancelamentos. Os resultados obtidos contribuíram para a formatação da segunda etapa, na qual buscou-se compreender tais motivos por meio da identificação das percepções dos servidores envolvidos nas atividades licitatórias sob a lente teórica das capacidades estatais, sendo realizadas 10 entrevistas com servidores que atuam nas fases interna e externa do pregão eletrônico, que submetidas à análise de conteúdo apontam que há fragilidades em competências relativas a recursos administrativos, humanos e tecnológicos. Desse modo, observa-se que capacidades estatais técnico-administrativasdeficitárias podem comprometer a eficiência organizacional, tendo em vista que fracassos nas aquisições de itens via pregões eletrônicos tem potencial para afetar a missão institucional.

Abstract: The necessity of automatically identifying anomalies in CT scans is highlighted by the rising incidence of lung ailments brought on by poor air quality. Through the analysis of large datasets, machine learning is essential for the effective detection of diseases like lung cancer through lung nodule assessment. Usually, there are three steps in the diagnostic process: pre-processing the images, using deep learning (DL) models, and deploying convolutional neural networks (CNNs). While DL algorithms extract essential information for precise classification, pre-processing improves the clarity of CT images. CNNs are especially good at seeing intricate patterns that enable accurate differentiation between tissues that are healthy and those that are not. The accuracy and efficiency of lung disease diagnostics are greatly increased by this integrated approach, which promotes quicker detection, better treatment planning, and better patient outcomes.

Cybercrime has emerged as a significant social issue, particularly among young adults who are deeply immersed in digital technologies. This study investigates the relationship between self-control and involvement in cybercrime among university students. Drawing on Gottfredson and Hirschi’s General Theory of Crime (GTC), the study hypothesizes that low self-control is positively associated with cyber-deviant behaviors, including hacking, online harassment, piracy, and fraudulent activities. Using a survey design and quantitative analysis, data were collected from 154 undergraduate students from multiple faculties across three private universities in Abuja. The 24-item, Self-Control Scale (SCS) was used to measure self-control (independent variable) and the 15-item, Cybercrime Involvement Questionnaire (CIQ). CIQ is designed to assess the extent to which individuals engage in various forms of online deviant behavior. Results indicate a statistically significant negative relationship between self-control and cybercrime involvement. The study contributes to criminological literature by demonstrating that traditional criminological concepts remain relevant in explaining digital-age deviance. Recommendations for digital citizenship education and preventive interventions are provided.

Abstract. Modern aerobic gymnastics combines elements of sport, dance and art, which requires athletes to have a high level of not only technical but also artistic training. The ability to interpret music is of particular importance, because it is the musical accompaniment that determines the rhythm, dynamics and emotional nature of the composition. Despite the relevance of the problem, the issue of the formation of musical interpretation in the training of gymnasts has not been sufficiently studied.
The purpose of the study is to theoretically substantiate and practically determine the role of musical interpretation as a component of the artistic training of athletes in aerobic gymnastics, as well as to search for effective methodological approaches to its formation.
Materials and methods. The study used theoretical methods (analysis and generalization of scientific sources, theoretical modeling, comparative analysis) and empirical methods (video analysis of performances of participants in the 2025 World Games in the disciplines "Mixed Pairs" and "Groups", expert assessment of musical indicators, quantitative analysis of results). The analytical method was used to interpret the data.
Results. The article considers the role of musical interpretation as an important component of artistic training in aerobic gymnastics. The means of musical expressiveness that contribute to the formation of an aesthetic image and emotional fullness of the performance of gymnastic compositions are analyzed. The importance of the synergy of movement and music in the development of artistic and expressive abilities of athletes, in particular, a sense of rhythm, musical sensitivity, and improvisational thinking is emphasized. Based on theoretical analysis and practical observations, pedagogical conditions for the effective use of musical interpretation in the process of training gymnasts are determined. Methodological approaches to improving artistic training are proposed, taking into account the musical component, which contributes to the harmonization of motor and emotional expression in aerobic gymnastics.
Conclusions. Musical interpretation is an integral component of the artistic training of aerobic gymnastics athletes. A high level of musicality ensures the integrity of the composition, emotional expressiveness and increases the aesthetic value of the performance. The results obtained confirm the need for targeted development of musical sensitivity and interpretive skills of athletes in the training process.

A destinação inadequada dos resíduos sólidos domésticos, apesar de ir de encontro à Política Nacional de Resíduos Sólidos (PNRS), ainda é a realidade em vários municípios brasileiros. Segundo a Abrelpe (2021) 39,8% dos municípios do Brasil depositam seus resíduos em locais inapropriados causando problemas ambientais, econômicos e sociais, com isso, é importantecompreender os motivos que influenciam na regularização da destinação final dos resíduos. Sendo assim, esta pesquisa, por meio da triangulação dos métodos quantitativos e qualitativos, teve como o objetivo identificar os fatores que influenciam na regularização da destinação final dos resíduos sólidos dos municípios de Minas Gerais, sendo que primeiramente foi avaliada arelação entre a destinação dos resíduos sólidos com dados populacionais, regionais e de renda dos municípios mineiros. Na segunda parte do estudo, foram selecionados cinco municípios para aplicação da entrevista semiestruturada e análise do seu conteúdo para avaliação da gestão dos resíduos dos municípios supracitados e as dificuldades visualizadas para cumprimento da Política Nacional de Resíduos. Os resultados da primeira etapa do estudo apontaram possível relação entre os fatores: porte, região, IDHM e PIB per capita com a destinação final dos resíduos. Verificou-se que, entre os municípios de pequeno porte e com menor IDHM e PIB per capita, há maior percentual de municípios irregulares na destinação dos resíduos. Já naanálise do conteúdo das entrevistas, foram apresentados diferentes fatores influenciadores quantitativos e qualitativos, como: distância do município ao Aterro Sanitário mais próximo, falta de área para construção do Aterro, falta de apoio técnico e de apoio dos outros entes federativos. Na análise das entrevistas também foi verificada a gestão dos municípios participantes, sendo que dos cinco entrevistados, somente um município não realizava a coleta seletiva e não possuía Associação de Catadores. Além disso, destes municípios, apenas um encontra-se regular na destinação dos resíduos sólidos. Quanto às soluções para regularização, as parcerias público-privadas e a promoção de consórcios públicos foram as mais mencionadaspelos entrevistados. Por meio deste trabalho verificou-se que existem dificuldades por parte dos municípios na regularização, principalmente para aqueles de menor porte e com menor disponibilidade financeira.

Abstract: The "Ultimate Computer" is a quantum computer, representing a significant technological advancement with global ramifications. It uses atoms, the smallest feasible objects, to calculate instead of tiny transistors. Only digital tape, composed of a string of 0s and 1s, can be utilized for computation by digital computers, which is insufficient to accurately represent the delicate waves of electrons. Many scientists believe we are on the brink of a new era, with shock waves akin to those generated by the invention of the transistor and microprocessor. As per Moore's law, computer power doubles every 18 months. Recently, IBM, Google, and IonQ have made substantial investments to transition the theoretical model of quantum computing into laboratories that demonstrate potential tangible architectures. These systems are now yielding observable quantum benefits for specific optimization, simulation, and cryptography challenges. This is exceptionally pertinent given the recent advances in quantum computing observed in the fields of electronics and communication engineering. This progress enables the development of quantum supercomputers, which could have significant and potentially disruptive implications for modelling nanoelectronic devices, enhancing signal processing, optimizing wireless communication networks, advancing information theory, and establishing quantum-secure communication protocols. The observed exponential increase in computational demands for electronics and communication systems has prompted the search for radically new information-processing paradigms. Focusing on its applications in electronics and communication engineering, this paper seeks to provide a comprehensive overview of the current landscape of quantum supercomputing. Compared to classical counterparts, quantum computers promise secure transmission, extremely high speed, and substantial storage capacity.

Abstract: A complex endocrine condition, PCOS affects up to 10% of women who are of reproductive age. Infertility and metabolic problems can be avoided with early diagnosis. For PCOS prediction, this study suggests a machine learning (ML)-based diagnostic approach that makes use of clinical, biochemical, and lifestyle variables. Using the Kaggle PCOS dataset, which included 541 samples with 42 characteristics, models including Random Forest, Support Vector Machine (SVM), and Neural Networks were trained. Following 10-fold cross-validation and Randomized Search hyperparameter adjustment, the Random Forest classifier produced an accuracy of 87.73%, a macro F1-score of 0.88, and an AUC-ROC of 0.93. Weight gain, hair growth, and follicle count were found to be the most significant predictors by SHAP analysis. The clinical promise of ML-based screening for early, non-invasive, and interpretable PCOS identification is demonstrated by these findings.
