Digital transformation in the healthcare sector has driven the adoption of a cashless payment system through the Quick Response Code Indonesian Standard (QRIS) to improve administrative efficiency and service quality. This study aims to analyze the effectiveness of QRIS implementation as a digital payment method at Eye Clinic X Surabaya and identify factors that support and hinder its implementation. The study used a qualitative approach with a case study design. Informants were purposively selected, consisting of one financial manager, four cashiers, and five QRIS patient users. Data were collected through in-depth interviews, observation, and documentation, then analyzed using thematic analysis assisted by NVivo 14 software. The results showed that QRIS implementation was able to improve the effectiveness of administrative services through faster, easier, more accurate, and more efficient transaction processes. The use of QRIS also helped reduce queues, simplify transaction recording, and increase patient convenience in making payments. However, implementation still faces several obstacles, including internet network instability, delays in transaction notifications, low digital literacy among some elderly patients, and suboptimal standard operating procedures (SOPs) and training for staff. Based on Campbell's effectiveness framework, QRIS implementation has met most of the organizational effectiveness indicators, although further strengthening of technological infrastructure, improving human resource competency, and organizational support are still needed for sustainable digital transformation. This research contributes to enriching the study of digital payment implementation in healthcare facilities, particularly at the clinic level, as a basis for developing policies and strategies for digital healthcare services in Indonesia.

Esta pesquisa aborda a capacidade de investimento dos municípios brasileiros no contexto do federalismo brasileiro. Embora tenham ocorrido avanços na descentralização de competências e recursos desde a redemocratização do país em 1988, ainda persistem desafios relacionados à capacidade de investimento dos municípios. Alguns dos desafios identificados incluem desigualdades regionais, baixa participação nas receitas tributárias e dependência de transferências de recursos da União e dos estados. A capacidade de investimento dos municípios é relevante para o desenvolvimento econômico e social, pois eles são responsáveis pela prestação direta de serviços essenciais à população. O objetivo geral foi verificar a relação entre a capacidade de investimentos dos municípios brasileiros e sua capacidade operacional, financeira e econômica no período de 2015 a 2022. Os índices de investimento, de dívida pública e de receitas próprias foram calculados com base nos dados do FINBRA e categorizados por unidade federativa e por região. O comprometimento com dívida pública implica na redução dos investimentos, especialmente quando essa dívida é proporcionalmente maior à medida que se avança de faixa populacional. Esse dado expõe a necessidade de políticas fiscais que evitem o endividamento excessivo e incentivem práticas mais responsáveis de gestão financeira nos níveis subnacionais.

El PET (tereftalato de polietileno) es uno de los polímeros termoplásticos más populares y utilizados en todo el mundo debido a su versatilidad, durabilidad y propiedades únicas, lo que le ha permitido ser ampliamente utilizado en varios ámbitos, siendo uno de ellos para fabricar envases y embalajes. Sin embargo, y derivado también de su amplio uso, el PET enfrenta grandes desafíos y problemas ambientales, desde su acumulación como un residuo hasta la falta de una cultura e infraestructura de reciclaje, lo que genera problemas ambientales. Este artículo presenta dos técnicas mecánicas como alternativas para darle un valor agregado al PET (tratamiento de desechos), primero, el electrospinning, del que se pueden obtener nanofibras con aplicaciones en diversas áreas; segundo, el spincoating, con la finalidad de obtener películas delgadas que pueden ser utilizadas como materia prima para otros productos. Se destacan los avances, ventajas y desafíos como el uso de solventes tóxicos, la necesidad de condiciones precisas y las limitaciones en la producción a gran escala, que aun con estos desafíos estas técnicas son una gran oportunidad para el aprovechamiento y reciclaje de plástico que no solo fomentan la sostenibilidad, sino que también abren nuevas oportunidades para el aprovechamiento de un residuo en aplicaciones industriales, dando un valor agregado a un residuo generado.

The increasing integration of artificial intelligence (AI), blockchain technologies, and big data analytics into criminal justice systems is transforming the collection, authentication, analysis, and evaluation of digital evidence. While these innovations enhance investigative capabilities through automated data processing, forensic analysis, facial recognition, and predictive analytics, they also create significant challenges for evidentiary reliability. In particular, the proliferation of AI-generated content and increasingly sophisticated deepfakes has complicated the authentication of digital evidence, while predictive policing systems have raised concerns regarding algorithmic bias, transparency, accountability, and due process. Although existing scholarship has examined these technologies individually, relatively little research has explored their combined implications for digital evidence and criminal justice decision-making within a unified analytical framework. This research paper evaluates the implications of AI-generated content, blockchain authentication systems, and predictive policing technologies for the reliability, admissibility, and legitimacy of digital evidence in contemporary criminal justice systems.

El presente texto describe y analiza el papel de la UE en las negociaciones climáticas internacionales, al objeto de concluir si la relevancia de su influencia en las mismas permite hablar de liderazgo y, si es así, qué tipo de liderazgo ha ejercido la UE en la lucha global contra el cambio climático. Para ello, se aborda principalmente la evolución cronológica de las negociaciones en el seno de la Convención Marco de las Naciones Unidas sobre Cambio Climático (CMNUCC), al tiempo que se estudian las propuestas europeas en la materia. El análisis presta especial atención a las negociaciones para adoptar y poner en marcha el Acuerdo de París de 2015, periodo en el que, tras haberse puesto en duda ese teórico liderazgo europeo en la acción climática, se ha pasado a hablar de un liderazgo compartido.

O desenvolvimento e inovação de tecnologias de informação e comunicação (TICs), tem propiciado uma nova forma de relação de trabalho entre empregado e empregador, o chamado teletrabalho. Com o advento da pandemia essa nova tendência se intensificou e está sendo objeto de estudos por parte de pesquisadores. Estes estudos servem para trazer à luz aspectos encontrados nessa nova relação. Sendo assim, este estudo teve como objetivo: caracterizar os fatores intervenientes no teletrabalho nos setores administrativos (Chefias de Divisão das Pró-Reitorias de Ensino, Pesquisa e Extensão) e acadêmicos (Coordenadores de Cursos) da Universidade Federal da Grande Dourados – UFGD – Dourados-MS; identificar os principais fatores restritivos e promotores quanto à possibilidade de teletrabalho na UFGD e propor recomendações gerenciais aplicáveis ao eventual processo de implementação do teletrabalho na UFGD.
Para tanto, a pesquisa desenvolvida neste trabalho foi do tipo qualitativa, por meio de um estudo de caso, utilizando-se de entrevista semiestruturada e seguindo um roteiro de entrevista. Para a análise dos dados qualitativos foi utilizada a Análise de Conteúdo Categorial. Os resultados da pesquisa mostraram que 85% dos entrevistados consideram a possibilidade de teletrabalho de forma parcial. Os resultados encontrados, sejam promotores e restritivos, corroboram estudos encontrados em outras literaturas. Dois pontos de destaque se referem à importância da estruturação tecnológica apontada pelos pesquisados como insuficiência e defasagem de equipamentos juntamente com investimento nas tecnologias de redes de informação e a necessidade de ferramentas de avaliação e controle de metas e desempenho. Os pesquisados se mostram preocupados em como seria a forma de avaliação, cumprimento de metas e entrega de resultados.

TQH-C2 (TLS + QUIC + HTTP Command-and-Control) is a labeled network-traffic dataset for research on decryption-free detection of encrypted C2 channels. Its defining property is a controlled comparison across encryption profiles: the same MITRE ATT&CK kill-chain is executed identically over three encrypted C2 transports — Sliver over TLS (Testbed A), Merlin over HTTP/3/QUIC (Testbed B), and Mythic over HTTP with AES-encrypted body (Testbed C) — so that the only systematically varied factor is the encryption/transport profile.The dataset is organized as a 36-cell grid: 3 encryption profiles × 4 beacon intervals (30/300/1800/3600 s) × 3 jitter levels (0/30/70%), with concurrent benign background traffic in every cell. The release includes raw PCAPs per cell, Zeek logs, per-flow ATT&CK labels (labeled.jsonl), extracted feature tables (Parquet) with JA4/JA4S/JA4H fingerprint columns, sanitized collection/labeling/feature-extraction code for reproducibility, and SHA-256 checksums. Abstract: The article examines a little-studied aspect of the photographic process — what remains outside the final frame.
